This evaluation practice note describes the current state of a monitoring framework developed to help evaluate the implementation of Canada’s National Alcohol Strategy (NAS). The note presents the method chosen to assess whether the NAS is effective in promoting moderation and reducing the overall harm from alcohol. The discussion focuses on current challenges associated with this monitoring framework, as well as the project’s achievements so far. The evaluation system based on the monitoring framework should lead to more informed discussions among alcohol stakeholders about developing a culture of moderation in Canada.
