Abstract

In conjunction with a comprehensive program evaluation, a separate project using existing data was initiated to assess Ontario's Employment Support Initiatives (ESI) program. Its original purpose was to validate parts of the overall evaluation. However, it was found to have another major use: inexpensive assessment of the long-term impact of ESI on recidivism to income maintenance. This article describes the creation and use of a new data base that combined demographic and biographical data and the history on income maintenance over five years for the ESI clients and a randomly selected comparison group.
