Abstract

This article employs the concept of production functions to assess the cost effectiveness of vocational rehabilitation services. It presents a method of analysis that yields an evaluation of the effectiveness of vocational rehabilitation services delivered to severely disabled clients as compared to the effectiveness of services delivered to others. The analysis reveals the difficulties inherent in evaluating service programs whose outcome is dependent on their clients' prior characteristics.
